ESTABLISHING A PROCEDURE FOR THE AWARD OF PROFESSIONAL CONTRACTS
WHEREAS, N.J.S.A. 19:44A-20.2 provides that no State agency in the Executive Branch shall enter into a contract having an anticipated value in excess of $17,500.00 with a business entity, except a contract that is awarded pursuant to a fair and open process, if during the preceding one-year period that business entity has made a political contribution to the local political parties; and
WHEREAS, the Borough of Bellmawr is desirous of putting in place a fair and open process for the award of professional services contracts which shall include, but not be limited to the positions of Borough Auditor, Borough Bond Counsel, Borough Engineer, Borough Planner, Borough Planning Board Solicitor, Borough Prosecutor, Borough Public Defender, Borough Solicitor, and Borough Zoning Board Solicitor.
A brief description of each position and the criteria which will be used by the Mayor and Council in awarding the contract on each position will be posted on the Bellmawr Borough website.

Borough Auditor
The position is for an entity or individual to perform all auditing functions required by the Borough for the year 2012. The criteria to be used includes: the possession by the applicant of all necessary professional licenses; past experience in municipal auditing and accounting; past experience and familiarity with the Borough’s auditing and accounting procedures. If the applicant is not an individual, the name of the person or persons who will interact with the Borough and their experience and resumes. The compensation sought by way of annual, monthly or hourly fees and/or any other types or conditions of compensation sought; primary location of business and its proximity to the Borough and availability in case of emergencies.
Borough Bond Counsel
The position is for an entity or individual to assist the municipality with the legal complexities of issuing long-term municipal bonds by the Borough fo Belmawr for the year 2012. The criteria to be used include: the possession by the applicant of all necessary professional licenses, past experience as a municipal bond couinsel, past experience and familiarity with the Borough finances and bonds, the compensation sought by the applicant for services.
Borough Engineer
The position is for an entity or individual to perform all engineering functions required by the Borough for the year 2012. The criteria to be used includes: the possession by the applicant of all necessary professional licenses; past experience in municipal engineering; past experience and familiarity with the Borough’s engineering procedures. If the applicant is not an individual, the name of the person or persons who will interact with the Borough and their experience and resumes. Borough Planner
The position is for an entity or individual to perform all planning services required by the Borough for the year 2012. Planning Board Solicitor
The position is for an entity or individual to perform all legal services required an directed by the Bellmawr Planning Board for the year 2012. The criteria to be used include: the possession by the applicant of all necessary professional licenses; past experience in municipal planning board law; past experience with and familiarity with the Borough’s planning matters. If the applicant is not an individual, the name of the person or persons who will interact with the Borough and their experience and resumes; the compensation sought by way of annual, monthly or hourly fees and/or any types or conditions of compensation sought; the primary location of the applicant’s business, its proximity to Bellmawr and the availability of applicant in case of emergencies.
Borough Prosecutor
The position is for an entity or individual to perform all the functions of Municipal Prosecutor for the Borough of Bellmawr in the Bellmawr Municipal Court or elsewhere if required for the year 2012. The criteria to be used include: the possession by the applicant of all necessary professional licenses; past experience as a municipal prosecutor; past experience and familiarity with the Borough court system; the compensation sought by way of annual, monthly, or hourly fees and/or any types or conditions of compensation sought; the primary location of the applicant’s business, its proximity to Bellmawr and the availability of the applicant in case of emergencies.
Borough Public Defender
The position is for an entity or individual to perform all the functions of Municipal Public Defender for the Borough of Bellmawr in the Bellmawr Municipal Court or elsewhere if required for the year 2012. The criteria to be used include: the possession by the applicant of all necessary professional licenses; past experience as a municipal public defender; past experience and familiarity with the Borough court system; the compensation sought by way of annual, monthly, or hourly fees and/or any types or conditions of compensation sought; the primary location of the applicant’s business, its proximity to Bellmawr and the availability of the applicant in case of emergencies.
Borough Solicitor
The position is for an entity or individual to perform all legal services required and directed to be performed by the Mayor and Council for the year 2012. The criteria to be used include: the possession by the applicant of all necessary professional licenses, past experience in municipal legal services, past experience with and familiarity with the Borough’s legal representation. Zoning Board of Adjustment Solicitor
The position is for an entity or individual to perform all legal services required an directed by the Bellmawr Zoning Board of Adjustment for the year 2012. The criteria to be used include: the possession by the applicant of all necessary professional licenses; past experience in municipal zoning board law; past experience with and familiarity with the Borough’s zoning matters.
